How to send encrypted medical records by fax using just internet?

Good day! I'm trying to transfer my medical history and insurance authorizations to a new specialist's office. Because of health privacy rules, they won't accept my scanned PDFs over regular email and strictly required a fax. Since I only have internet at home, how can I securely transmit these private files without paying for a landline connection?

Hello! Doctor offices stick to faxes because standard email isn't considered secure enough for medical records.
